The 2020 Negative List for Foreign Investment Access issued by the National Development and Reform Commission and the Ministry of Commerce on June 23 this year will come into effect on July 23.
The relevant person in charge of the National Development and Reform Commission said that the National Development and Reform Commission and the Ministry of Commerce will work with relevant departments and localities to implement the new version of the negative list. The first is to do a good job of implementing new opening-up measures. Fully implement the new opening-up measures introduced by the new version of the negative list in the service industry, manufacturing, and agriculture sectors, and support the pilot free trade zone to expand and open up. The second is to fully implement the negative list management system. In accordance with the requirements of the "Foreign Investment Law" and its implementation regulations, the relevant regulations shall be strictly implemented for the areas on the negative list, and the areas outside the negative list shall be given national treatment for foreign capital, and the management shall be based on the principle of consistent domestic and foreign investment. Taking into account that the "Negative List of Market Access" has regulations on air traffic management system investment, the Negative List of Foreign Investment Access is no longer included. The third is to further optimize foreign investment services. Track and monitor the implementation of the new version of the negative list, and timely solve the problems encountered in the implementation. Instruct all localities to seize the opportunity of opening up and promote the implementation of foreign investment projects.
